Budget
Secretary Florencio Abad was accused today of hiding P581 billion in next
year’s proposed budget as a campaign kitty for administration candidates in the
2016 elections.
The
accusation was made by the United Nationalist Alliance (UNA) interim president
Rep. Tobias Tiangco, who said the scheme involves the government’s
much-ballyhooed two-tier budgeting approach.
Abad
has also been tagged as the brains behind the Disbursement Acceleration Program
(DAP) declared unconstitutional by the Supreme Court as a form of
fund-juggling or redirection of public funds.
Charges
are expected to be lodged against Abad for the DAP and also for this new scheme
if and when a new administration comes to power in 2016 outside of the Liberal
Party.
The
new scheme, Tiangco averred, is “designed to divert discretionary money into
pet projects in an election year to garner votes, not help alleviate poverty
and help the poor.”
Abad
could only issue a blanket denial, saying “ridiculous. That’s Tiangco for you.
Predictably preposterous,” said the Philippine Star in its report.-end-
